This is the story of the 1980's seven year drought in Santa Barbara, California where the "old guard" opposed connecting to the state aqueduct thinking they could preserve the town and their investment. The did not understand they were about to kill it until the original version of this book and considerable radio work by the author change the public attitude and the bond measure passed.
