Trial Will Test U.S.-Egypt Relations

CAIRO—At least 16 Americans are among 43 civil society workers who face trial Sunday over charges of illegal foreign funding in a highly politicized case that could affect the future of America's relationship with one of its strongest security partners in the Middle East.

But defendants and their lawyers say that basic and crucial questions about the nature of the charges remain shrouded in mystery only days before the case is set to begin. They add that the lingering obscurity exposes the accusations for what they are: Trumped-up charges meant to disparage pro-democracy activists by lumping them in with imagined foreign plots to undermine and divide Egypt.

"It's very simple. If you attack the international organizations and international aid program, this means that indirectly you will kill the domestic civil society," said Negad El-Borai, an attorney representing the International Republican Institute and Freedom House, two of the four American groups implicated in the case.

The 43 employees will be tried on charges of illegally operating unlicensed nongovernmental organizations and receiving foreign funds without notifying Egyptian authorities.

“A conviction of the NGO workers could put billions of dollars of military aid at risk. ”

If convicted, the employees could face financial penalties and up to five years in jail. In a wrinkle that further raises the stakes, one of the accused is Sam LaHood, the head of the International Republican Institute and the son of U.S. Transportation Secretary Ray LaHood.

A conviction could prompt Congress to cancel the military aid that Washington has sent to Cairo's armed forces since the 1980s. Last year, the military aid totaled $1.3 billion. That could send the Washington-Cairo relationship into a downward cycle, and imperil Egypt's peace treaty with Israel that has buttressed regional stability for decades.

Mr. Borai and some of the accused say the judicial proceedings have been marred by irregularities that are noteworthy even in the context of Egypt's typically shambolic bureaucracy.

Mr. Borai said that he has yet to receive formal written charges and prosecutors placed travel bans on the employees without actually alerting them.

During interrogations last year, some of the suspects said they were summoned for questioning as witnesses, only to be told upon arrival that they were in fact suspects.

Mr. Borai said the information blackout has complicated his ability to prepare for the case, and that he still doesn't know whether police plan to detain the accused workers once they arrive at court.

"Until the day we appear, we do not really know for sure whether we will be going home," said Nancy Okail, the head of the Cairo office of Freedom House, a U.S.-funded pro-democracy group that is implicated in the case.

Most of what Mr. Borai and the defendants understand about the case has been gleaned from media reports and a series of articles in the state-run media, which attribute the information to "security sources" who describe outlandish evidence pointing to a plot to break up Egypt along sectarian lines.

While the employees are charged with the rather innocuous crime of running organizations illegally, prominent members of Egypt's interim government and state press have publicly declared that the NGOs are engaged in espionage to foment chaos and unrest in Egypt.

A list of evidence published several weeks ago by the investigating judges included reams of material backing claims of a purported anti-Egyptian conspiracy, but little that would implicate the defendants in the crimes for which they are charged.

It included extensive testimony by Minister of Planning and International Cooperation Fayza Aboul Naga, whose original report sparked the investigation. Ms. Aboul Naga accused the U.S. organizations of thwarting "any attempt at Egypt's progress" and preventing the country from achieving "the position worthy of its regional and international prestige."

Those comments indicate "this is first and foremost a political trial and it's about bigger issues between the United States and Egypt rather than the legal questions that are going to be addressed in the trial," said one of the accused Americans, who declined to give his name.

The ministry of judiciary assigned a commission of two judges to prosecute the case, an unusual move in Egyptian legal history. The judges have eschewed standard protocol by making comments to the media during an ongoing investigation, including at a news conference last month. Defense attorneys say they plan to argue that the accused NGOs did nothing illegal and that the government ignored repeated applications for registration for as long as six years.

Egypt's law on civil-society organizations states that if the government doesn't respond to a request for registration from a group after 60 days, it is automatically registered. Less clear is whether such a stipulation applies to foreign organizations.

Myanmar Detains Militant Monk

YANGON, Myanmar—A prominent Buddhist monk who was one of hundreds of political prisoners freed in Myanmar last month was detained Friday after a predawn visit by authorities, an official said.

Shin Gambira, 33, was one of the leaders of the so-called Saffron Revolution, a 2007 anti-government uprising led by Buddhist monks against the then-ruling junta. He was detained after a military crackdown on protesters and released Jan. 13 as part of a mass prisoner release that has been hailed as a sign of Myanmar's new government's willingness to make reforms.

His detention comes amid widespread international attention on Myanmar, where the new nominally civilian government drew cautious praise after releasing some of the mot prominent political prisoners.

The U.S. and European Union have called the recent progress positive steps forward but say they will be closely watching an coming April by-election before deciding whether to lift sanctions that were imposed during military rule.

Friday's detention of Mr. Gambira, however, had echoes of the previous administration, which was known for whisking away its critics in the middle of the night.

An official from the Home Ministry said that Mr. Gambira was "taken away" from the Yangon monastery where he was staying and brought for "questioning in relation to incidents that happened after his release."

Mr. Gambira had also publicly voiced skepticism about the new government's commitment to democratic reforms. The official, who spoke on condition on anonymity, said that Mr. Gambira and other monks had illegally entered monasteries that had been shut after the 2007 uprising.

Authorities went after Mr. Gambira after he ignored a summons to report for questioning, the official said.

It wasn't immediately clear how long Mr. Gambira would be detained.

SECOND RACE: Quick Call, 4-year-old Phipps filly with same name as the Saratoga horse-for-course gelding that won the Forego Handicap in 1989, was hammered to 6-5 after finishing distant fifth in her belated debut last month at Gulfstream Park.

She chased the pace outside under Alan Garcia, did not respond when asked for run on the turn and was all but eased down the lane.

FOURTH RACE: Dreaming of Cara, 3-year-old NY-bred filly facing older fillies and mare maidens for the first time, previously 0-for-7, opened at 1-5 after finishing second in her last two starts, drifted to 3-5 by post time.

Eva Lil, 40-1, went to the front around the clubhouse turn, then was pressed by 7-2 Notell, double-bug Samuel Camacho Jr. up, down the backside, with Dreaming of Cara tucked inside behind them under Dominguez. Into the far turn, Notell took command while Dreaming of Cara rallied after her between horses.

Down the stretch, Notell, a 5-year-old mare, was still in front, but Dreaming of Cara, put to a hard drive by Dominguez, gradually closed ground up the rail to wear down Notell late.

SIXTH RACE: I’m Magic, blinkers on and 15-1 dropping into 12.5G maiden claimer after she was beaten 20 lengths in her debut for 35G, gunned to the front under double-bug Jose Rodriguez to set the pace pressed by 6-5 favorite Granby Girl, Velasquez up.

Those two turned for home together, then I’m Magic cut the corner to open daylight at the top of the stretch.

Granby Girl dug in and came back at her, and in a long duel down the stretch, I’m Magic — benefiting from a seven-pound weight break thanks to her apprentice rider — never did let Granby Girl pass her, hanging on to win by a whisker on the wire.

A 'Port' out of the Norm

Wearable, the maker of the AirStash, boasts it works in both directions: You can also write files to the AirStash from a device like an iPad. Technically, this is true. For instance, from the AirStash app, you can export photos stored on an iPad or iPhone to the drive.

But several iPad apps for viewing or editing documents, which the company says work with AirStash, require a geeky setup process, and I couldn't get them to send edited documents back to the drive.

There are some other limitations. For instance, on non-Apple devices, the Web interface is rudimentary, and on the Kindle Fire, music can't be streamed from the AirStash.

Finally, unlike most other flash drives, the AirStash has a battery to power its Wi-Fi. The company claims up to seven hours of continuous battery life between charges, and while I didn't do a formal test, the battery life seemed good to me. You can recharge the device either through a standard USB wall charger, like those that come with cellphones, or by plugging it into the USB port of a computer. In the latter case, the Wi-Fi capability can't be used while charging.

If you're pining for easier file transfer or expanded storage on your iPad, iPhone or other mobile device without a standard USB port, the AirStash might be the ticket, albeit an expensive one.

My family, Dad, Mom and Sister, drove from Minnesota to Florida in this '64 Newport. It did not have A/C, power brakes or steering. It was extremely hot going through a traffic jam in Atlanta. Dad saw several cars overheating along side the road. He blamed all those extra power robbing options for those breakdowns, while the Newport cruised through to Florida unscathed.
